The special session was requested by the Caribbean Community (CARICOM), which is seeking an independent probe into the circumstances surrounding the sudden departure from office of President Jean-Bertrand Aristide on February 29.
Paul Denis of Democratic Convergence says that since the transfer of Haiti to the U.N. Security Council the OAS mission has been inoperative.
Project founding board member Amb. Lawrence A. Pezzullo says OAS ministers should bring opposition into a transition, negotiate with Aristide to leave, and bring in peacekeepers. Otherwise, “the guys with the guns will take over.”
Condemns the violence of armed bands without noting, as did the State Department, that they were government-sponsored.
