Project director's note, December 5, 2010. The below is based on 40 observer reports received in Ouanaminthe. Although in some cases our observers, who were local, recognized the electoral officials and their affiliations, in most cases they asked them and recorded their answers as follows. However, we have heard of a number of cases where election officials answered falsely to conceal their real affiliation with the ruling party Unité. The below return probably underestimates the extent of this control and should be used with caution.
