The Scandal That Wasn’t

On November 21, 2015, yet another scandal shook the Haitian election. “Le CEP a vérifié les fraudes massives affirme Maryse Narcisse,” Radio Métropole reported. “La décision du BCEN est scandaleuse selon le RNDDH,” the radio station reported on November 24.

The electoral commission examined a group of seventy-eight polling returns originally described as a random sample. It discarded or changed all seventy-eight of them, lending color to the opposition’s claims of massive fraud. If all seventy-eight of a sample were bad, what did that say about the rest of the returns still unexamined?

Of the group of seventy-eight, the largest group, thirteen, came from a voting center in Cité Soleil. The next largest group was ten from a high school in Hinche, Central Plateau.

The Eighth Electoral Mission deployed an accredited electoral observer in that high school all day.

This report is based on three elements: (1) The observer’s report; (2) five poll workers’ unofficial report; and (3) a statistical examination of the returns to see if they deviate significantly from the norm in the Hinche area.

 

Executive summary

 

1. The observer was in the voting center from the opening through the count. She reported that all went well. The party poll watchers were not allowed to vote multiple times. Her hand tally of the results matches perfectly the results posted on the electoral commission’s website.

 

2. The two poll workers were in agreement with the observer’s findings. One of them reported that groups of ten party poll watchers were rotated in and out of the polling place every three hours to avoid all of them crowding in at once. A stub was torn off the poll watchers’ accreditation cards when they first voted to make sure they could not vote again.

 

3. The votes received by the leading presidential candidates at this voting center deviated by 4 percentage points per candidate from the average in the Hinche area.

 

The Eighth Mission could find no reason why most of the thousand votes of this voting center were thrown out. Since the election commission did not give any reason either, we conclude that there was either a minor technical reason or else some pretext reflecting the usual intriguing in Port-au-Prince. In no case was there massive fraud at this voting center. There may well have been none at all and we have not been shy about reporting fraud by this electoral commission.

Technical note : The levels for the national front-runners would have been the same for Pandiassou and the rest of Hinche had there not been a heavy vote for favorite son Chavannes Jean-Baptiste in the Papaye voting center (above). This took away votes from the national candidates.

About the electoral missions of NOAH and the Haiti Democracy Project

 

The seventh and eighth missions, deploying on August 9 and October 25, 2015, altogether sent 180 observers into four provinces. Most went on August 9. The major missions in the country were the OAS and European Union missions and a combined mission of leading Haitian organizations such as RNDDH and COHANE. The Western missions were supported by their respective governments and hewed closely to their governments’ line. The usually more reliable Haitian organizations got swept up into the politics of the day and issued reports whose sweeping conclusions went well beyond the evidence presented in the body of their reports. This evidence was mostly anecdotal and begged the question of prevalence.

 

This leaves the NOAH-Haiti Democracy Project mission as one of the largest still retaining its neutrality. The mission has not hesitated to call the electoral commission to account when it eliminated viable peaceful candidates who would have won and qualified violent criminals as candidates, contrary to the electoral law. We protested the U.S. government action to bar the nomination of Haiti’s most distinguished and neutral election administrator in favor of someone who had cheated in the 2010 election. Ours was the only mission to raise either of these questions. The huge liability in saddling the electoral commission with this compromised figure has become evident as powerful candidates exploit the general lack of confidence in the commission in an effort to overturn results not to their liking.

 

The preselection of the candidates and the degradation of the candidate list was the stuff of Haitian politics. When the voting began, however, the expensive electoral machine paid for by the international community kicked into action. On August 9 the bulk of our observers reported relatively good conditions in most regions. Our observers on October 25 found conditions further improved. The reportage of our electoral missions flows completely from the witness of our observers. Thus when incomplete news reports spoke of all seventy-eight of a batch of returns being found fraudulent, we were fortunate that one of our observers had covered the second-largest group in that batch of returns, making possible this report.
