I have the honor to reiterate that in accepting being named for the second time director-general of the Provisional Electoral Council, I made a solemn commitment to contribute to the earliest possible realization of the senatorial and indirect elections, to meet the urgent needs of the moment and in the interest of the nation.


It is incumbent on me as overall manager to evaluate the feasibility of the mission entrusted to me and to anticipate the results. Having already carried out the three elections in 2006, I felt confident of my ability to once more steer the new electoral operations to a successful outcome.


However, despite my eagerness to contribute, it became evident to me today that the constraints imposed by the new internal regulations made it impossible to guarantee the success of the task ahead.


For this reason, your excellency, I have found it necessary to submit my resignation.
