Dominican Border Authorities are arbitrarily blocking the passage of 13 Dominican Nationals who are part of the Electoral Observers delegation sponsored by The Washington-based Haiti Democracy Project (HDP). These Dominican Observers have all been formally accredited by the Haitian Electoral Commission (CEP) and they have submitted to the Border Authorities in addition their regular Dominican passports, the CEP photo badges. HDP’s 26-member delegation plans to observe the unfolding of the elections of Tuesday, February 7, in three Departments of Haiti.
